Is There PvP in Windrose?

Short answer, no.

Windrose as of its launch does not have PvP and is PvE only.

What is PvP?

PvP (Player Vs Player) is where players can engage in combat against other players on a server. PvP can be solo vs solo to team against team. While you cannot fight other players you can still explore the world, craft items and weapons and create a base. 

What is PvE?

PvE (Player Vs Environment) is where you or other players cannot fight each other. Instead, you yourself or as a team can take on the open world together. You can still explore the world, craft items and weapons and still engage in combat but with computer-controlled enemies that you will encounter around the world in-game.

Conclusion

In its current form Windrose is PvE only and there are no PvP elements. Down the line there could be a reintroduction of PvP but there has not been anything officially stated from the developers to support this.
