Yes. Puerto Rico and the Dominican Republic usually see around 30 to 50 ms, and much of the region routes through Miami anyway, which keeps connections direct.
If everyone is in South America, São Paulo will usually be lower, especially for Brazil, Argentina and Chile. Miami is the better pick when your group also includes players in the US.
It works for southern and eastern Mexico, but our Querétaro location is closer for most players in Mexico.
